We will Train AI Models That Can Automate Sign Language Usage - Nelson Jovial, NNAD Vice President

ABUJA FCT - In a groundbreaking efforts to  enable  the utilization of technical instruments and  resources to facilitate the promotion of sign language among the comity of languages in Nigeria and beyond.

 The National Vice President of Nigerian National Association of the Deaf (NNAD), Mr. Nelson Chukwuemeka Umezurike ( who is fondly called Nelson Jovial by his friends and admirers) has advocated for massive collaboration between Deaf Community and tech developers to effectively  create an innovative assistive technical device that will harness sign language in various tech models to eliminate all forms of communication gaps existing between the Deaf community and the wider society. 


Umezurike made the appeal while speaking on behalf of NNAD to address a group of tech experts cutting across different parts of the world who thronged the Nigerian capital to commemorate the annual "Tech Developers Conference"  hosted by the Google Developer Groups (GDG) Community tagged #DevFest2024 on Monday.

Emphasizing his stance during the event, the NNAD's second in command used the opportunity availed him to, on behalf of the  over 10 million Deaf Nigerians, passionately advocated for collaboration between developers and the Deaf community to create groundbreaking Assistive Technological Solutions (ATS) aimed at breaking down communication barriers. 


He urged, "one of the exciting ideas i proposed was harnessing the power of Artificial Intelligence (AI) to train AI models that can automate Sign Language usage"

"This, he noted, could revolutionize access to education and healthcare for the deaf community and significantly lighten the load on Sign Language Interpreters"

"I was also amazed by the cutting-edge innovations shared by the incredible speakers throughout the  the conference" he added

NNAD President Advocates for Official Recognition of Nigerian Sign Language

Abuja, Nigeria - The President of the Nigerian National Association of the Deaf (NNAD), Mallam Haruna Muhammad, emphasized the importance of Nigerian Sign Language (NSL) as a vital mode of communication for deaf individuals in Nigeria and globally.

Representing NNAD at a one-day conference of stakeholders on disability inclusion in Nigeria, Mallam Muhammad served as a panelist, highlighting the significance of NSL.

 He explained that NSL comprises different languages across the six geopolitical zones in Nigeria and outlined future plans for its development.


Mallam Muhammad stressed that NSL should be officially recognized and utilized in all sectors, including government and private institutions, to enhance communication skills and promote inclusivity.

The conference was attended by distinguished guests, including HRH Sardaunan Nahuche, Usman Ahmad Nahuche. Mallam Muhammad was accompanied by Sani Umar (aka Elrufai jnr) and Aliyu Mai.

This advocacy effort underscores NNAD's commitment to promoting the rights and inclusivity of deaf individuals in Nigeria.

The Senior Special Assistant to the president on Special Needs and Equal Opportunities, SSAP Hon. Mohammed Abba Isa has called on the global leaders to prioritize the inclusion of persons with special needs in the United Nations General Assembly in the future summit.

The senior presidential aide made the charge during the inaugural Annual Post-UN General Assembly World Press Conference in Abuja.

Speaking at the conference, the SSAP lauded president Tinubu's tireless efforts towards the emancipation of PWDs in the country, stating that the president has set a precedent for other world leaders to emulate.

"I'm proud to reaffirm President Asiwaju Bola Ahmed Tinubu's strong commitment to promoting inclusivity, accessibility, and justice for Persons with Disabilities (PWDs)"

"The whole world had seen the administration's dedication to ensuring equity and equal opportunities for PWDs globally" he said

The senior presidential aide further emphasized that through the President Tinubu's committed leadership his office in particular, and the entire Tinubu's cabinet at large, are continuously being guided by the principles of "Nothing About Us Without Us" and "No One Left Behind," we're working tirelessly to promote inclusive development and address the unique challenges faced by PWDs"

Lamenting the exclusion of PWDs voices in the just concluded UN General Assembly the SSAP noted "I also expressed disappointment over the exclusion of PWDs from the recent UN Summit of the Future and called on global stakeholders to integrate disability perspectives into the Pact for the Future"

Group Trains Female Deaf Students of Special Education Centre Gombe on Menstrual Hygiene, Reusable Pads Making

GOMBE - A group under the aegis of "Be My Hand Initiative (BMH )" has equipped the female Deaf students of Special Education Centre, Gombe with new manipulative skills and knowledge needed to maintain menstrual hygiene for promoting  healthy living among students in the school 

 The BMH whose  objectives Ability News Network gathered is to foster literacy through education,  bring about a healthy society through focus on girl child & maternal health, build a culture of interdependency (Ubuntu- Xhosa) "I am because you are" and raise awareness/solution for contemporary societal problems such as; unemployment,     Illiteracy,poverty,  domestic violence,  abortion  suicide,  rape, teenage                       pregnancy, earlymarriage, drugs abuse, hunger etc, has been at the forefront of championing inclusion for women and girls and fighting for their rights in the society.

                Speaking to ANN Correspondent penultimate Saturday,   Jemimah Simon Hosea, the BMH's Human Resource Manager said the objective of the excercise is to teach the special students how to produce reusable pads by themselves and use same as an alternative whenever disposable pads are not available to them

Hosea noted, "our goals is to empower these special students with useful information and knowledge about menstrual hygiene, teach and train them on how best to utilize   facilities like toilets, sanitary pad banks, proper waste management facilities to ensure they  adequately cater to their periods"

According to her, such knowledge would  contribute to removing the stigma and shame associated with menstruation"

Though the World Menstrual Hygiene Day being  a global event which is celebrated every year on May 28th, to raise awareness about the importance of menstrual hygiene and break the silence and stigma surrounding menstruation, the BMH's efforts to reach out to these set of special students at this period of daunting economic challenge is quite timely, strategic and worth emulation by others making wave in the health sector. When contacted for comment on the development by ANN Correspondent, the school Headgirl Hafsat  Musa heaped praises on the BMH team for their concern towards the female Deaf students and wished them well in all their endeavors

She noted, "we sincerely appreciate the commitment demonstrated by  the our trainers who equipped us with useful information and knowledge about menstrual hygiene"


"Thank you for your concern towards our school and we wish all of you prosperity in all you do" the female senior prefect noted.

Katsina Governor's Aide Demands Implementation of the 5% Employment Quota For PWDs in Katsina State

The Special Assistant to the Governor of Katsina state on Disability Matters, Hon. Umar Jibril Bindawa, had appealed to the kastina state government to prioritize the domestication and implementation of the FG's 5% employment quota for persons with Disabilities in the state. 

Hon. Umar Jibril Bindawa made the charge during a courtesy visit he paid to the  Katsina State Head of Civil Service and to advocate for the Inclusion of People with Disabilities in all sectors of public life.

The visit, Ability News Network reports was part of Hon. Bindawa's recent  series of official visits to several government institutions in the state aimed at fostering inclusivity and improving opportunities for People with Disabilities (PWDs) in Katsina State.

Earlier at the Head of Civil Service headquarters, Hon. Bindawa explained the strategies to be employed for integrating PWDs into various sectors across the state. Key issues highlighted during the meeting include:

1. Establishing Disability Desk Officers in Various Government Ministries Departments and Agencies (MDAs):

Assigning dedicated Disability Desk Officers in state Ministries, Departments and Agencies (MDAs) to advocate for and address the needs of PWDs.

2. Provision of Foreign Scholarships:

Expanding educational opportunities for PWDs through foreign scholarship programs to build their capacities.

3. Implementation of the 5% Employment Quota:

Ensuring the effective implementation of the 5% employment quota for PWDs in the state to enhance their participation in the workforce.

4. Presentation of an Excellence Merit Award:

Hon. Bindawa also used the occasion to present an Excellence Merit Award to the Katsina State Head of Civil Service, which was received on behalf of the Head of Civil Service by the Permanent Secretary.

Hon.Bindawa expressed his immense appreciation to the Head of Service for the warm reception accorded to him and his team and for the commitment of the Head of Civil Service towards promoting inclusivity. 

Responding to the SA's kindhearted gesture, "the Permanent Secretary assured the SA  of the state government’s readiness to act on the proposals, emphasizing Governor Umar Dikko Radda’s dedication to supporting PWDs through employment and empowerment programs"

Hon. Bindawa, in another advocacy Visit he paid to his friend and colleague identified as Malam Sabo Musa, Special Assistant to the Governor on Enlightenment and Digital Communication, stressed the importance of collaboration to achieve collective goals, emphasizing "that the purpose of this visit was to explore ways to improve the inclusion of PWDs in state enlightenment and digital communication initiatives"

He further  emphasized the importance of equal opportunities for PWDs in Katsina State and presented an award to Malam Sabo Musa in recognition of his outstanding contributions to the development of the disability community.

In his response, Malam Sabo Musa assured Hon. Bindawa of his unwavering support. He pledged to ensure that PWDs are included in programmes under his office and to involve them in all projects related to enlightenment and digital communication.

 He also reaffirmed his readiness to keep his doors open for collaboration and participation from the PWD community.

Commitment to a More Inclusive Katsina State

Jigawa Deaf Community Gets New Monarch

Penultimate Saturday was a joyous day for the entire members of Deaf Community of Jigawa state as they wake up to the buzzing news of appointment of a brand  new  chief of the Deaf ( Sarkin kurame) for Kirikasamma  LGA by the District Head of Kirikasamma  in his palace.

The news of the colourful turbuning ceremony of the new monarch was announced by the Secretary General of Jigawa state Association of the Deaf (JSAD) Musa Abbas Balele on Sunday.

While announcing the development on his social media handle (Facebook page) Balele who represented the JSAD and Jigawa state chapter of Joint National Association of Persons With Disabilities (JONAPWD) stated "yesterday" I had the honor of attending the turbaning ceremony of the newly appointed Sarkin Kuramai of Kirikasamma LGA"

 "I represented both the Jigawa State Association of the Deaf and the Joint National Association of Persons with Disabilities, Kirikasamma Chapter"

According to him, the event was graced by notable dignitaries, including emirate officials such as Hakimin Kirikasamma, Hakimin Turabu, Chairman of Kirikasamma LGA, Hon. Muhammad Maji Wakili Marma,  members of the Deaf community from various wards of the LGA, among others, and everyone expressed great joy over this significant occasion"

"The dignitaries shared valuable advices with the new monarch regarding the welfare and inclusion of the Deaf community in Kirikasamma"

The JSAD Scribe further used the opportunity availed him to on behalf of JSAD community express unreserved commendation to those who identify with the Jigawa state Deaf community by  gracing the memorable occasion  in person

Deaf Man Emerge Best Presenter in the EPLFP Bootcamp Event

Emerging Political Leaders Fellowship Programme (EPLFP) is  a non-partisan initiative dedicated to nurturing and preparing young Nigerians for political leadership and public governance roles.

The event, ANN reports, enables the participants to learnt about various leadership roles they are expected to shoulders as emerging young political leaders of their respective communities, discuss topical issues pertaining to leadership responsibilities and explore wide range of ideas meant for enhancing political participation of young Nigerians aspiring to take leadership roles in the future.

It was gathered that the event features series of visitations to various governmental institutions and other public as well as private corporations within the FCT Abuja, an opportunity which given to participants of the EPLFP to gain new experience about leadership and engage in an open interaction with guinune political leaders of varying degrees and backgrounds.

According to an account of the event disclosed by a hearing impaired participant who emerged as the best presenter during the event from Katsina state, Nasir Dalha, who is currently serving the national headquarters of Nigerian National Association of the Deaf (NNAD) as its National Chief Whip, "the 2024 Emerging Political Leaders Fellowship (EPLF) Bootcamp had given us the privilege of visiting National Assembly, Abuja , where we gained a deeper understanding of its role in formulating educational policies in Nigeria"

"Through dynamic discussions with key staff members, we explored the legislative framework and recognized the essential role of education in advancing national development"


"This visit highlighted the urgent need for youth involvement in shaping educational reforms and policies" he said

Dalha also cited more examples of the places the participants visited during the EPLFP experience sharing, highlighting the positive impact and benefits he and his co-trainees gannered from the event he said "our journey continued with a visit to the Shehu Musa Yar'Adua Foundation Abuja, enhancing our experiential learning in leadership, governance, and policy"

"The foundation visit allowed us to connect with the legacy of Shehu Yar’Adua, a visionary leader devoted to democracy, transparency, and unity"

He further noted, "engaging in an interactive session with the foundation’s team, we gained valuable insights into the principles that guided Yar’Adua’s work and discussed critical issues facing contemporary Nigerian politics and it's History"

"Our visit to  National Institute for Legislative and Democratic Studies (NILDS) in Abuja provided us with an understanding of the institute's role in promoting legislative excellence and democratic governance. Our discussions with the NILDS staff emphasized the importance of civic engagement in shaping public policy. Through meaningful conversations, we delved into current legislative challenges and explored the potential for youth-driven reforms"

A journey of Triumphant Display of Ability in Disabily 

In spite of his being the only hearing impaired person among the 24 participants of the EPLFP Bootcamp, Dalha did not see his Deafness condition as a barrier for achieving greatness, rather he turned his disabily into a more convincing ability as he summoned enough courage from no where to lead his group as a presenter while others follow as he lead them towards the path of exciting triumph at the event.

Dalha's heroic triumph, Ability News Network understands came up during an exciting adventure to Wetland Hotel in Abuja where he took the bull by the horns and shine to the admiration of all.

His words, " while at Wetland Hotel Abuja  As a one of the the Emerging Political Leaders Fellowship I was given the opportunity to make a presentation of my capstone project,These projects included innovative manifesto, campaign plans, comprehensive campaign strategies, detailed campaign budgets, stakeholder mobilization plans, and fundraising strategies"

He added, "the lessons learnt  during the presentation Wlll be vital as all the Fellows refine our advocacy plans"

"However, being the only hearing Impaired among the 24 fellows,I am proud to have been declared as one of the better presenter amongst all, just because I have talked emotionally about how People With Disabilities should be included in all aspects of acts and our future plans as awaiting emerging future leaders"

"I am incredibly proud of everyone of the fellows and  our achievements and I am excited to see how these innovative projects will develop our communities and continue on our path to becoming impactful leaders"

At the end of the Bootcamp exercise Ability News Network gathered, Advanced Certificate in Political Leadership and Public Governance were presented to each of the 24 participants by the organizers in recognition of their successful completion of the training. 

Elsewhere, the conveners of the youth focused project in a message of encouragement to the trainees noted that "the 2024 EPLF Bootcamp has officially come to a close, wrapping up an incredible few days filled with productive discussions, invaluable learning, and powerful team building. NNAD Leadership Among the Participants of the Newly Inaugurated Inter-Ministerial and Inter-Agency Committee on Disability Inclusion

Amid growing concern over the absymal inability of significant number of the  Ministries, Departments and Agencies (MDAs), both at federal and states level in the country to effectively comply with the stipulations of the National Discrimination Against Persons with Disabilities (Prohibition) Act, 2018, generally referred to as "Disability Law", an  interactive session with top ranking government officials, policy makers, leaders of various organizations of Persons with Disabilities (OPDs), community leaders etc was summoned in Abuja to address gray areas fueling the issue at hands and proffers lasting solutions to the problem. 

This is coming through the office of the Senior Special Assistant to the President Bola Ahmed Tinubu on Special Needs and Equal Opportunities, Hon. Mohammed Abba Isa.

The interactive  session which was the first of it's kind,  witnessed the active participation of representatives of different groups and clusters of PWDs including that of the Nigerian National Association of the Deaf (NNAD) ably graced by the National President of NNAD Mal. Haruna Muhammad Tsafe who was represented by the NNAD's National Vice President Mr. Nelson Chukwuemeka Umezurike 

In an official statement signed by the NNAD's National Vice President and made a copy available to Ability News Network the NNAD's second in command confirmed the physical participation of NNAD in the Inter-Ministerial and Inter-Agency Awareness Summit organized by the Office of the Senior Special Assistant to the President on Special Needs and Equal Opportunities (OSSAPSEO) in Abuja.

His words, "on behalf of the Nigerian National Association of the Deaf (NNAD) leadership and entire Deaf Community in Nigeria, I participated in the Inter-Ministerial and Inter-Agency Awareness Summit on the Discrimination Against Persons with Disabilities (Prohibition)Act, 2018, organized by the Hon. Mohammed Abba Isa, Senior Special Assistant to the President on Special Duties and Equal Opportunities, to mark his one year anniversary in office held at the State House Auditorium Presidential Villa,Abuja"

"The summit convened notable government officials, disability rights advocates, and leaders from diverse sectors, all dedicated to promoting the enforcement of the Disability Act and ensuring compliance across multiple Ministries, Departments, and Agencies (MDAs)"

He added "this event served as a significant demonstration of solidarity, with leaders committing to uphold standards of accessibility and inclusion. It has emphasized that sanctions would be applied to any agency that fails to meet these established requirements"

Highlighting the importance of NNAD's participation in the all-inclusive summit, the NNAD's top leader further disclosed  the positive vibes on the outcome of the well-attended summit which,  according to him, was aimed at turning words into action to achieve communal objectives for the overall progress and development of Deaf Community in Nigeria and other PWDs clusters. 

He noted "the summit concluded with a heartfelt call to action. Hon. Abba Isa, along with MDAs Representatives, passionately reaffirmed their commitment to the National Disability Act and its vital objectives"

" They expressed a shared resolve to turn intentions into reality, recognizing the urgency of taking meaningful steps for full implementation. This committee, equipped with a clear mandate and the necessary resources, is ready to advocate for the rights, dignity, and opportunities of persons with disabilities (PWDs) in Nigeria, underscoring the importance of ensuring that every individual is heard and valued" he noted confidentially.

Some of the major takeaways from the interactive session Ability News Network understands, is essentially  to raise awareness about the challenges rocking the PWDs, fosters collaboration between different government agencies, ministries, and organizations, as well as  to address the lingering issue of societal discrimination which persons with disabilities have inadvertently faced with in Nigeria. The summit also aim to serve as a platform for engaging discussions on topical issues pertaining to the development of PWDs, exchange of useful ideas and sharing experiences, Ability News Network reports.

LG AUTONOMY; Former Kogi Governor's Aide Laments Exclusion of PWDs in Local Government Political Structure in Nigeria

In spite of the signing into law the National Discrimination Against Persons With Disabilities (prohibation) Act, 2018 on January 2019 by the former president Muhammadu Buhari, a law which seeks fuller integration and inclusion of  persons with disabilities(PWDs) in all sectors of public life including the social, political and economic sectors. 

Lamentically, PWDs in Nigeria seems to be continuously excluded unjustifiably in various sectors of the society -especially in the political environment where they faced and are still facing significant degrees of injustice on daily basis.

Efforts to tame the tide of such inhuman, illicit and reckless  social exclusion against the PWDs has been made severally by different groups and individuals within the planks and ranks of PWDs community and some volunteers from the wider  society. The latest of such charge against the unwholesome treatment meted to PWDs was made by the former Special Assistant on  Disabilty Matters to Kogi state Governor,  Hon. Hussaini kabiru Omele who utilized his social media handle (Facebook page) to express his shock and  displeasure with those who are found wanting in the evil practice.

Omele, while expressing his disatisfaction with the way things are going on for PWDs in the nation, noted that the political structure in the  Local Government system in Nigeria is not properly accommodating PWDs 

He urged, "the Local Government system is a grassroot focused. It is configured to bring governance closer to the people. To actualize this in a more realistic way, some political parties give percentage to politically vulnerable groups for equity and for a Sense of belonging"

Recalling how  the leadership of his political party,  the  All Progressive Congress (APP) as part of it's  policies in Kogi State, the party  was able to share slots in the ratio of  60% to men and 40% to women. 

"In as much as we applauded this sensitivity" he said, "the disability community is exempted and we are forced to ask whether women are more politically vulnerable than Persons with Disabilities"

"Women are presently the vice chairmen and the legislative leaders in all the local government areas of the state. We equally have several women counsellors"

"I wish to at this point to appeal to the Executive Governor of Kogi State, Alhaji Usman Ododo, the State Legislators and the Local Government Chairmen to Consider persons with disabilities for Special Advisers and Senior Special Assistant (SSA) in the further appointments" he requested 

 "Disability is not Inability, leave no one behind, nothing for us without us" he added.

The Founder/CEO of Queen Adenike Tejuosho Foundation (QATF) HRM. Queen Dr. Halimat Adenike Tejuosho has congratulated the Senior Special Assistant to President Bola Tinubu on Special Needs and Equal Opportunities (SSAP), Hon. Mohammed Abba Isa, on  the occasion of his completion of  first year in office as SSAP.

Dr. Tejuosho who congratulated the senior presidential aide on Monday said the SSAP Hon. Abba has in the past twelve months demonstrated an uncommon passion for  gunuine struggle for emancipation and liberation of persons with disabilities, providing purposeful leadership, respect for the constituted authorities and undilated loyalty to the president and the ruling party, the All Progressive Congress (APP)  

The renowned philanthropist also said she was very impressive with the people-oriented  policies and PWDs-centred projects championed by the Office of the Senior Special Assistant to the president on Special Needs and Equal Opportunities (OSSAPSEO) in the past one year which according to her, have direct bearing on the lives of PWDs community in Nigeria.

" As a concerned Nigerian and one who have an undying passion for improving the living condition of the vulnerable ones, especially the PWDs, I acknowledged the milestone achieved in the fight against all forms of societal discrimination towards the PWDs, the focus and  energy exerted towards championing disabily inclusion in the education sector, sports and economic empowerment , particularly at the grassroot level championed by the OSSAPSEO in the past twelve months, are truly inspiring and commendable initiatives"

She assured that her foundation will continue to working hands in hands with the OSSAPSEO to achieve the lofty objectives to which the OSSAPSEO was established, as well as supporting President Tinubu's administration in achieving his campaign promises to Nigerians.

Oyo PWD Applauds Gov. Makinde's Commitment to Workers Welfare

The Oyo state Governor, His Excellency Seyi Makinde has been commended for prioritizing workers welfare in Oyo state.

A Disabily Rights Advocate named Ambassador Oyedeji Olusegun Abayomi, made the commendation Saturday while appreciating the governor's renewed commitments to the overall development of the State.

While noting Governor Seyi  Makinde's  commitment to workers' welfare in Oyo State  Abayomi described Governor Makinde's gesture as truly commendable. 

He said, "by approving a minimum wage of N80,000, which surpasses the federal government's minimum wage, Governor Makinde has  demonstrated his dedication to improving the lives of workers, including those with disabilities in Oyo State"

Stressing that "this move has been widely celebrated among Oyo State workers and reinforces Governor Makinde's reputation as a champion of workers' welfare"

Highlighting the Governor's notable achievements in office  Abayomi listed key areas he believed Governor Makinde's administration performed excellently which, according to him include but not limited to the following:

Timely Salary Payments: 

Civil servants in Oyo State receive their salaries by the 25th of every month, a feat unmatched in many other states.

Enhanced Workers' Welfare: 

Governor Makinde's Administration has made significant progress in pension and staff salary payments, ensuring that workers, including those with Disabilities, receive their due benefits.

Disability Inclusion: The Governor's commitment to Disability inclusion has earned him recognition and praise from Ambassador Oyedeji Olusegun Abayomi, a renowned Advocate for disability rights.

SSAP Abba Isa Presents One Year Scorecard; Says President Tinubu Has Truly Renewed the Hope of Nigerians with Disabilities

To assess the wonderful achievements recorded by Hon. Abba Isa in his first one year as the  Senior Special Assistant to the president on Special Needs and Equal Opportunities (SSAP) is not an easy task considering the myriads of PWDs - oriented projects, policies and programmes he executed within the very short spell of twelve months.  

The Senior  presidential aide has  Saturday presented to the general public his outstanding achievements in office recorded over the past twelve months as SSAP. 

Speaking prior to the unvieling of his outstanding achievements in office in Abuja, the Senior Presidential aide expressed immense gratitude to Present Bola Ahmed Tinubu for entrusting him with the mandate to serve in his cabinet as the SSAP. 

He noted, "i  sincerely appreciate President Bola Ahmed Tinubu for founding me worthy of his appointment into this exalted office to help bring to reality his desire to see Persons With disabilities benefit from the Renewed Hope Agenda of his administration. I am also grateful to Mr President for providing me with the platform and opportunity to serve the teeming community of Persons With Disabilities in NIgeria under his administration"

"This appointment reflects President Tinubu’s commitment to building a more inclusive society that integrates persons with disabilities (PWDs) into national development efforts" 

"My mandate includes promoting disability inclusion in all government policies, plans, and programs across Ministries, Departments, and Agencies (MDAs), subnational governments, and with development partners"

"As the SSAP,  Mr President specifically mandated me  to proactively create avenues of opportunity for inclusion through the inculcation of PWD requirements and perspectives in the policies and programmes of all Ministries, Departments, and Agencies of the Federal Government while working closely with sub-national authorities to build a national consensus on PWD-friendly policy and environmental conditions in collaboration with the National Commission for Persons with Disabilities (NCPWD)"

"Upon assuming office, I quickly set up a formidable team of eggheads and together we hit the ground running. Since then, we have made tremendous progress in advancing the rights and opportunities of persons with disabilities in Nigeria in line with the Renewed Hope Agenda of President Tinubu"

"In the past one year,  the Renewed Hope Agenda has had a profound impact on PWDs in Nigeria. We have witnessed a significant increase in the inclusion of PWDs in various spheres of life" 

"The unemployment rate among PWDs has decreased, educational attainment levels have risen, and there is a greater sense of empowerment and self-reliance among PWDs"

"Moreover, the societal perception of PWDs is gradually shifting. The stigma and discrimination that once marginalized PWDs are being replaced by recognition of their potential and contributions to society. This cultural shift is one of the most heartening outcomes of our efforts"

So far, in the past one year the Senior presidential aide was able to achieve the following priority objectives   that have direct bearing on the lives of persons with special needs in Nigeria, their families and Nigerians at large; 

1. Policy Advocacy: 

In the last 12 months, I and my  team have actively engaged with policymakers at both the federal and state levels to advocate for the implementation of policies that promote inclusivity and accessibility for persons with disabilities. This includes initiatives to improve access to education, healthcare, transportation, and employment opportunities.

While pushing for the need to move Disability Advocacy from charity based approach to right based approach, we have equally made significant progress in advocating for inclusive 2024 budget and mobilizing partnership for creation of a comprehensive disability data register.

Speaking recently at the National Annual Conference and the 2nd Edition of ‘The Podium’, a platform for advocating social justice, organized by De-Real Life International Foundation (DERLIF), I advocated and  reaffirmed the commitment of President Bola Ahmed Tinubu’s administration to ensuring social justice for Persons With Disabilities (PWDs) and those with special needs, while highlighting the administration’s drive to promote fairness and equity for marginalized groups.

2. Enhanced Accessibility:

In fulfillment of the Renewed Hope Agenda of President Bola Ahmed Tinubu, my office  recently unveiled the Association of Accessibility Professionals (AAP) and inaugurated its board and executive members to Champion Disability Inclusion and Accessibility

The unveiling signified the launch of a strategic partnership between the AAP and the office of the SSAP, aimed at championing disability inclusion and promoting accessibility across Nigeria.

The high-profile event, which took place in Abuja, showcased the commitment of both the AAP and the Office of the Senior Special Assistant to the President (SSAP) to ensuring that accessibility becomes a core component of Nigeria’s social and physical landscape.

This move marks a significant step forward in the implementation of Nigeria’s National Disability Act and the promotion of disability inclusion and accessibility across the nation

Similarly, earlier in the year, my office  distributed some assistive devices to Persons With Disabilities in the Niger-Delta region to aid their mobility and ease their pain of accessing public infrastructures.

Our engagement with the Federal Housing Authority (FHA) and architects has resulted in incorporating disability-friendly requirements into building designs, fostering more inclusive urban development across Nigeria.

3. Inclusive Education Initiatives:

Through engagement and consultation with key stakeholders, we have advocated for the  Provision of adequate infrastructure and resources to support the unique needs of students with albinism, training teachers and staff on inclusive teaching methods, and raising awareness and dispelling myths and misconceptions surrounding albinism.

Recently, at the First African Regional Conference on Equal Opportunities of Access to Higher Education organized by Joint Admission and Matriculation Board, JAMB through the JAMB Equal Opportunities Group, JEOG, I recommended that JAMB Equal Opportunities Group, JEOG, and other stakeholders in inclusive education should forge alliances across Africa by creating a regional network focused on sharing best practices, funding opportunities, and research that promotes inclusive education for Persons With Disabilities, PWDs.

Also, at a forum organized by the Nigerian Association of the Blind, I  made strong case for provision of access to digital and educational materials and inclusive teaching methods for the visually impaired persons in Nigeria. 

4. Job Creation Drive/Economic Empowerment Programs:

My engagement with Gov. Babagana Zulum of Borno State on the need to implement 5% employment quota prescribed by the National Disability Act yielded positive results with  employment of 15 PWDs by the governor a week after. This is a remarkable milestone achievement which demonstrate the unwavering commitment of my office to inclusivity and equal opportunities. We have equally initiated several programs aimed at economically empowering PWDs. This includes vocational training, microfinance schemes, and partnerships with the private sector to create job opportunities tailored to the skills and capabilities of PWDs.

Earlier in March, our office  with support from partner organizations, empowered over 20 PWDs beneficiaries who went home with Point of Sales machines, cash support and other startup kits to enable them start a self-dependent life. 

Additionally, our collaboration with the Ministry of Youth Development has led to the reservation of 10% of intervention programs for youth with disabilities, expanding economic and educational opportunities for marginalized groups.

In collaboration with Small and Medium Enterprise Development Agency of Nigeria (SMEDAN) and various ministries, my office has secured conditional cash transfer slots and employment opportunities for  PWDs across six states, demonstrating the wide-reaching impact of our efforts on poverty alleviation and economic empowerment

5. Capacity Building/Skill Acquisition:

In a bold move towards promoting equality and inclusivity by empowering women and girls with disabilities, my office in partnership with  NIGWED trained and empowered over 45 women with disabilities in production of re-usable sanitary pads; where we also launched the planting of orange fleshed sweet potato farming for PWD farmers. The project is in alignment with President Bola Ahmed Tinubu administration’s commitment to improving menstrual health and hygiene, particularly for women with disabilities.

Earlier in January, my office facilitated the inclusion of some women with disabilities In the National Business Skills Development Initiative (NBSDI) recently launched by the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) where they were trained in various vocational skills and empowered with startup kits and funds to start their businesses.

6. Inclusive Healthcare:

Our strategic partnership and engagement with the Minister of Health, Prof. Muhammad Ali Pate, has resulted in the inauguration of the National Steering Committee on Disability Inclusive Healthcare with a mandate to work together to create a more inclusive and accessible healthcare system for PWDs

In another significant step towards realizing the aspirations of the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration on inclusive healthcare delivery for Persons With Disabilities, my office struck partnership and collaboration deal with Missing Billions -  a global development partners on disability advocacy. This partnership is set to produce significant deliverables in enhancing quality healthcare for our people.

7. Implementation of National Disability Act:

As part of our efforts to promote the implementation of the National Disability Act, my office with funding support from the MacArthur Foundation will on November 12 hold an Inter-Ministerial and Inter-Agency Awareness Summit on the Discrimination Against Persons With Disabilities (Prohibition) Act 2018.

This all-encompassing summit holding at the State House Auditorium, Aso Villa, Abuja will provide a platform for knowledge sharing, collaboration and networking among stakeholders so as to deliberate on issues relating to effective implementation of the National Disability Act.

Earlier in the year,  at a joint press conference on the launch of simplified version of the Disability Act, I  demanded for decentralization of awareness creation on the Discrimination Against Persons With Disabilities Prohibition Act 2018 to the subnational levels and local government areas in order to ensure that awareness on the National Disability Act and its implementation reach the rural areas and people at the grassroots where over 80 percent of Persons With Disabilities (PWDs) are domicile lacking access to basic information and source of livelihood.

Similarly,  at a 2-day National Disability Convening conference organized by the National Commission for Persons With Disabilities, NCPWD in collaboration with Disability Right and Advocacy Centre, DRAC, I  warned that any public office which fails to comply with the provisions of the National Disability law on accessibility of public buildings by Persons With Disabilities faces risk of being locked up.

8. Strategic Partnerships/Collaborations: 

Our  continuous engagement with state governors and traditional leaders has strengthened disability inclusion across Nigeria, showcasing a comprehensive approach to national development

One of the notable results of our strategic partnership was the launch of Disability Inclusion Governors Connect Program which was flagged off by Lagos State governor, Babajide Olusola Sanwo-Olu.

A key  component of the program is PWDs Educational and Skills Empowerment. The program seeks to connect with the 36 states Governors, raise awareness on disability issues, facilitate their compliance with disability norms, provide technical support through the process, rate and induct compliant administrators into the disability friendly Hall of fame, and to continue monitoring their compliance.

9. Provision of Palliatives/Relief: 

My  office In collaboration with the Queen Adenike Tejuosho foundation, earlier in the year launched the Presidential Economic Initiative on distribution of Palliative for PWDs with over 1,000 deserving beneficiaries.The program aimed to ameliorate and cushion the effect of the economic hardship on them.

In addition, as part of President Bola Ahmed Tinubu’s Renewed Hope Agenda, which is aimed at tackling hunger and poverty by ensuring food security among the vulnerable populations, especially Persons With Disabilities, my office flagged off of the presidential distribution of food palliatives to beneficiaries across the six Geo-political zones of Nigeria where over 1,000 Persons With Disabilities went home with bags of rice and cash support

In continuation of the ongoing phased distribution of rice palliatives to Persons With Disabilities, the vulnerables and People with Special Needs, across the six geo-political zones in the country, my office distributed rice palliatives to over 1, 000 beneficiaries in the Northeast geo-political zone of the country, precisely in Yobe State.

Also, as part of my swift response to the devastating flood that ravaged Maiduguri, displacing millions and triggering severe hunger, my office  stepped in with a critical three-day meal support program for Persons With Disabilities (PWDs). This initiative aims to address the immediate needs of one of the most vulnerable groups affected by the disaster.

10. Redress for Victims of Discrimination:

My office had strongly condemned the discriminatory act committed by Rano Air Limited against Mr. Usman Bura Gabai, a Person with Disability and Chairman of the Yobe State chapter of Joint National Association for Persons with Disability (JONAPWD) who was on May 14th, 2024, denied access to board at Maiduguri International Airport, despite booking and paying for his ticket, causing him significant harm and preventing him from attending a crucial Disability Stakeholders conference he was billed to attend.

In a similar development, my office expressed deep concern and condemnation regarding the discriminatory incident against Mr Debola Daniel, a person with disability, that transpired on March 27, 2024, at a KFC restaurant located within the departure hall of Murtala Muhammed International Airport, Lagos State.

Our firm and swift actions prompted the offenders in the two cases above to tender unreserved apologies and promised to embrace measures promoting inclusivity in their operations going forward.

11. Inclusive Electoral System 

On the political front, our efforts in electoral reforms have laid the groundwork for more accessible voting infrastructure, especially for PWDs, ahead of the 2027 elections. Our engagement with the Independent National Electoral Commission (INEC) through the Inter-Party Advisory Council, IPAC, on separate voting points for PWDs is to ensure that PWDs can actively participate in the democratic process, advancing both national cohesion and political inclusivity.

12.  Launching The Beyond Disability Project:

The Beyond Disability Project lunched by President Bola Ahmed Tinubu in July 2024,  stands as a landmark initiative of my office that will transform the lives of over 5,000 PWDs and create more than 36,551 job opportunities nationwide. This project exemplifies how my office is leveraging national resources and partnerships to boost economic development and social inclusion. The Beyond Disability Project is to empower persons with disabilities through talents and skill development, providing training, mentorship, and resources to unlock their full potential.

Also in July 2024, my office and Chief of Defence Staff, Gen. Christopher Musa reached partnership agreement on a project tagged: Operation Heroes’ Legacy” (OHL) which is one of the offshoots of the Beyond Disability Project. The OHL is a comprehensive program targeted at supporting and recognizing the sacrifices of Nigerian veterans many of whom have paid the supreme price while others sustained life-time injuries in the course of securing and protecting the territorial integrity of our nation.

In furtherance of the Beyond Disability Project, and in a landmark move towards realizing the objectives of the Beyond Disability Project, which is to create 36,551 jobs for Persons With Disabilities from the national level down to the local government and ward levels,I  presented the first set of appointment letters and terms of reference to some state coordinators of the Project.

The presentation, which took place at a Documentation and Orientation Meeting in Abuja, marked a key milestone in the implementation stage of the BD-Project which was launched by President Bola Ahmed Tinubu on July 22, 2024

13. Empowering PWDs through Inclusive Sports:

Recognizing the power of sports in economic and national development, my office has in the last one year invested so much efforts at promoting inclusive sports for the empowerment of PWDs. Recently, in a landmark move towards supporting and empowering Nigeria’s wounded, injured, and sick servicemen and servicewomen, my office and the African Unconquered Foundation have signed a historic Memorandum of Understanding (MOU) to Empower Wounded Veterans. The agreement, signed at a brief ceremony in Abuja, underscores a shared commitment to honor, rehabilitate, and reintegrate veterans who have sacrificed for the country’s peace and security.

Also, I recently Honoured and Celebrated our heroic 2024 Paris Paralympic Games Medalists at Gala/Award Night for their outstanding achievements at the 2024 Paris Paralympic Games winning seven medals, including two golds, three silvers, and two bronzes when i hosted them to a grand reception in Abuja, following their historic performance at the recently concluded Paralympic Games in France. I  expressed heartfelt gratitude to the athletes, emphasizing the honor they’ve brought to Nigeria. In continuation of my efforts to promote inclusive sports, I led hundreds of Persons With Disabilities (PWDs) in joining other Nigerians to celebrate the country’s 64th Independence Anniversary  at the Monoliza Sports Centre, Central Area, Abuja, which was filled to capacity andy team, the team SSAP won the Para-Soccer Trophy.

In summary, my  achievements over the past twelve months have not only advanced the rights of PWDs but have also significantly contributed to Nigeria's broader goals of economic growth, social inclusion, and political stability. Our work exemplifies how disability inclusion is essential for national development, creating a more just, equitable, and prosperous Nigeria.

A Brighter Hope for the Future of PWDs in Nigeria 

Having already renewed the hope of Persons With disabilities in Nigeria through the angle of president Tinubu's Renewed Hope Agenda.Hon. Abba  As we look to the future, our commitment to the Renewed Hope Agenda remains unwavering. Here are the key policy directions we will be focusing on:

1. Strengthening Legislation:

 We will continue to seek the legislation of disability laws across the country, and strengthen and enforce disability rights legislation to ensure full compliance across all sectors.

2. Expanding Economic Opportunities:

 With the support of relevant partners, we aim to expand our economic empowerment programs, including launching new initiatives that support entrepreneurship among PWDs and creating more partnerships with the private sector.

3. Improving Data Collection: 

Accurate data is essential for effective policy-making. We will enhance our data collection mechanisms to better understand the needs and challenges of PWDs and to monitor the impact of our initiatives.

4. Enhancing Social Protection: 

We will work to expand social protection programs to ensure that PWDs have access to the support they need, including social security, healthcare, and housing.

5.Promoting Awareness and Advocacy: 

Continuous advocacy and awareness campaigns will be crucial in changing societal attitudes towards PWDs and promoting a culture of inclusion and respect"

Distinguished Ladies and Gentlemen, the journey towards an inclusive Nigeria is a collective effort. As we celebrate the milestones of the past year, we also renew our commitment to building a nation where every citizen, regardless of their abilities, has the opportunity to achieve their fullest potential. 

Once again, I expressed my gratitude to all our partners, colleagues, OPDs, MDAs, Subnational authorities, development partners and all other stakeholders who have worked with my office to make this last one year a huge success. Let us do this again in the new year. My office remains open for more collaboration and partnership with all Stakeholders and development partners. FIRS RECRUITMENT: Enugu JONAPWD Chapter Slams FIRS Over Age Discrimination, Urgues NCPWD to Intervene

Persons with disabilities (PWDs) in Enugu state under the umbrella body of Joint National Association of Persons with Disabilities (JONAPWD) Enugu state chapter has raised alarm over what they perceived as a sheer discrimination against PWDs in the recent job recruitment exercise carried out by the Federal Inland Revenue Service headquarters, FCT, Abuja

This was contained in an official statement signed by the Enugu state JONAPWD chairman Mr. Blessed Onyebuchi on Saturday 2nd November,2024 and made a copy available to Ability News Network.

In the statement Onyebuchi stated, "we, the Enugu State Disability community write to express concern regarding your recent recruitment notice"

"While we appreciate the encouragement for all Nigerians to apply, we are dismayed by the lack of inclusive considerations in the eligibility criteria, specifically on the 27-year age limit, which disproportionately affects persons with disabilities, who often face barriers in education and employment, leading to delayed career starts" he said

Onyebuchi also advised the FIRS to rescind it's earlier position on the age bracket in order to make the recruitment exercise more inclusive and accessible to all Persons regardless of disabilities whatsoever. He noted,  We urge FIRS to remove the age limit or provide exceptions  and collaborate with the National Commission for Persons with Disabilities"

He added further, "we call on other government agencies and private organizations to prioritize empathy and inclusivity in their recruitment processes. We request the intervention of NCPWD to ensure equal representation" the statement concluded
